New advisory notes on heat pump installations
We have identified significant non-compliance in hot water heat pump installations under the Energy Saving Scheme, urging adherence to standards and proper licensing.
Over the past year, our Plumbing and Electrical Compliance Teams have carried out multiple site inspections of hot water heat pumps installed under the Energy Saving Scheme (ESS).
This followed concerns raised by industry groups in relation to the sale and installation of hot water heat pumps under the ESS.
Concerns identified during inspections
- Many installations were found to be non-compliant to relevant Australian Standards and manufacturer’s instructions.
- Work was not carried out by appropriately qualified people.
- Entities contracting to carry out this work did not hold the appropriate contractor’s licence.

Contractors installing hot water heat pumps should also refer to the Energy Security Safeguard Scheme Notice issued by Independent Pricing and Regulatory Tribunal (IPART) in conjunction with Building Commission NSW. This notice includes information on licence requirements for installers.
